Project Description

The California High-Speed Rail – Construction Package 4 (CP-4) is one of the major civil works contracts within the Initial Operating Section of the California High-Speed Rail Program, which will ultimately connect San Francisco and Los Angeles with trains operating at speeds up to 220–250 mph.

Construction Package 4 consists of approximately 22 miles of high-speed rail infrastructure located between one mile north of the Tulare/Kern County line and Poplar Avenue near Wasco, California.

The project includes the construction of at-grade embankments, aerial structures, grade separations, and multiple viaducts, as well as the relocation of approximately four miles of existing BNSF railway infrastructure.

This segment forms a key part of the Central Valley construction program, which represents the first phase of the statewide high-speed rail system

Role & Responsibilities

Magnitvde supported the Design-Build contractor consortium by providing design management and technical coordination services during the detailed design phase of the project.

Magnitvde oversaw the development of the detailed design from preliminary bid design through Ready-For-Construction (RFC), coordinating the work of multiple design consultants and ensuring that the design met the technical requirements and standards of the California High-Speed Rail Authority (CHSRA).

Our team managed an internal multidisciplinary design coordination structure, assigning senior engineers across key disciplines—including trackway, structures, drainage, geotechnical, and roadway design—to monitor design progress, maintain schedule compliance, and ensure technical quality.

Magnitvde also served as the design liaison between the contractor, the Owner, and key stakeholders, coordinating technical interfaces with organizations including Caltrans, BNSF Railway, the City of Wasco, Kern County, the California Public Utilities Commission (CPUC), and Amtrak.

Through this role, Magnitvde supported the identification of optimized technical solutions and construction quantity efficiencies, helping ensure the project advanced toward construction with compliant and constructible design solutions.
