Bethesda, MD, USA | MDOT

2020-2023 | DBFOM

Project Description

The Op Lanes Program – I-495 & I-270 Phase South was a major transportation initiative aimed at improving mobility and reducing congestion along some of the most heavily traveled corridors in the Washington, D.C. metropolitan area.

The project involved the design, construction, financing, operation, and maintenance of express lanes along more than 37 miles of highway, extending from the American Legion Bridge along I-495 (Capital Beltway) and I-270 to I-70.

The improvements were designed to enhance travel reliability, reduce congestion, and improve regional connectivity along critical commuter and freight corridors serving Montgomery County and the broader Washington metropolitan region.

Role & Responsibilities

Magnitvde supported the developer consortium by providing technical, design, and construction advisory services during both the competitive procurement and predevelopment phases of the project.

During the proposal phase, Magnitvde led the technical proposal and design management efforts on behalf of the Developer (Accelerate Maryland Partners), coordinating the design team led by Dewberry and Stantec. Our role focused on ensuring design compliance with RFP requirements, identifying and refining Alternative Technical Concepts (ATCs), and supporting design optimization to strengthen the consortium’s technical and financial proposal.

Following the award of the Predevelopment Work phase in 2021, Magnitvde served as the Design and Construction Lead representing the Developer, overseeing technical activities related to the procurement of the Design-Build contract.

Magnitvde led the Design-Build procurement process, including preparation of RFQ and RFP documents, technical evaluation of competing teams, facilitation of technical one-on-one meetings with shortlisted proposers, and support in the negotiation and award of the Design-Build contract to Tutor Perini – Parsons.

Throughout both phases, Magnitvde provided design management and construction advisory oversight, coordinating multiple disciplines—including roadway, structures, geotechnical, environmental, right-of-way, traffic, and maintenance of traffic—while supporting construction planning, scheduling, risk assessments, quality implementation, and contract development.
