Project Description
The Highway 407 East Extension – Phase 1 Project involved the expansion of the Highway 407 toll corridor into Durham Region, improving regional connectivity and supporting long-term growth within the Greater Toronto Area.
The project included approximately 20 kilometers of new highway infrastructure, extending Highway 407 from Brock Road in Pickering to Harmony Road in Oshawa. The works also included the construction of Highway 412, a new north–south toll highway connecting Highway 401 and Highway 407, along with new interchanges, bridges, and supporting road infrastructure.
The project forms part of Ontario’s long-term transportation strategy to improve east-west mobility, reduce congestion on Highway 401, and support commuter and freight movement across the region.

Magnitvde’s Principal participated in the Highway 407 East Extension Phase 1 project while serving in a previous role prior to founding Magnitvde.
In this capacity, he served as Bid Design Manager, responsible for leading the bid engineering design effort for the project. The assignment involved coordinating the work of three lead design firms and managing a multidisciplinary design team of more than 75 engineers located across Canada, the United States, and Spain.
Mr. Mestre Rodriguez directed and supervised the work of the design consultants, led technical coordination meetings with key project stakeholders, and managed the internal DBJV design team to ensure compliance with bid and detailed design requirements.
His responsibilities also included overseeing the development of construction quantities and Bills of Quantities (BOQs), coordinating design inputs across multiple engineering disciplines, and supporting the preparation of a technically competitive proposal for the procurement process.
