Bill McMillen is a Professional Engineer with over 35 years of heavy civil construction and infrastructure estimating experience across North America. His expertise spans highways, managed lanes, long-span bridges, tunneling, rail systems, utilities, aviation infrastructure, and large-scale alternative delivery programs.

Throughout his career, Mr. McMillen has led estimating teams and cost engineering programs for projects collectively valued in excess of $100 billion. He has extensive experience supporting both contractor and owner organizations under Design-Build, CMGC, and Public-Private Partnership (P3) delivery models. His work integrates independent cost estimating, value analysis, probabilistic risk assessment, benchmarking, and constructability review to strengthen pricing strategy and capital efficiency.
