Mr. Garcia has held senior leadership roles including Design Manager, Project Director, Senior Engineering Advisor, and Interim COO, contributing to more than 100 infrastructure projects worldwide. His experience spans competitive RFQ and RFP procurements, awarded concession programs, and operational leadership within multidisciplinary engineering organizations.

He specializes in Alternative Technical Concept (ATC) development, corridor-level design optimization, technical risk mitigation, and integration of engineering development with constructability, schedule, and capital cost considerations. His work consistently aligns technical strategy with concession financial modeling assumptions and long-term operational objectives.
