Mr. Mestre is the Founder and Principal of Magnitvde, an infrastructure technical advisory firm specializing in design, construction and project management strategy for complex Public-Private Partnership (P3) and Design-Build (DB) transportation programs across North America and internationally.

Over the past 15+ years, Mr. Mestre has been involved in major highway, rail, and aviation infrastructure programs exceeding billions in capital value, supporting projects across procurement, predevelopment, and implementation phases. His experience spans Developer (Concessionaire), DB contractor, and independent advisory roles, providing him with a comprehensive perspective on the technical, commercial, and contractual dynamics that drive successful P3 outcomes.

He specializes in Alternative Technical Concept (ATC) development, design optimization, construction integration, cost-risk alignment, and governance structuring. His work focuses on aligning engineering development with pricing strategy, risk allocation, construction sequencing, and long-term operational performance to support informed executive-level decision-making throughout the project lifecycle.
