Professional Engineer and Project Management Professional with nearly 40 years of experience in the design, delivery, and oversight of major transportation infrastructure projects. Kevin has held executive leadership roles on large-scale managed lanes and P3 programs across the United States, including serving as Concessionaire’s Representative and Project Delivery Director on multiple Express Lanes projects in northern Virginia.

His experience spans Design-Build and P3 delivery, contract and change management, risk oversight, quality management systems, construction sequencing, tolling integration, and stakeholder coordination with DOTs, FHWA, and local agencies. Kevin has successfully led multi-billion-dollar transportation programs from procurement through service commencement, with a strong track record of on-time and on-budget delivery.

Recognized for his executive-level judgment and structured program leadership, Kevin provides Sponsor-side project management advisory support focused on governance, delivery risk mitigation, contract alignment, and structured decisionmaking during procurement and predevelopment phases.
